Prostitution was illegal during the war, except on Hotel Street in Honolulu. The artist's rendition is probably quite idealized. In actual reality even this business was regulated by the military. It was a mandatory uniform deal: 3 minutes for $ 3. The ladies had to wear a special ID anklet and were not allowed to leave the district. The latter didn't sit too well with them and they went on strike in the middle of the war. It didn't last long, the military capitulated. After all, it was undermining the war effort :-).
