President Roosevelt seemed to be shocked, called it a "day of infamy" and "an unprovoked, dastardly attack". However, U.S. Intelligence had been reading the Japanese diplomatic code for a long time, most sailors were ashore and the aircraft carriers were out at sea. It seemed that the entire Pacific Fleet was destroyed, but the ships sank in relatively shallow water, were salvaged, except the Arizona and the Oklahoma and were back in service in a short time.
