
The hula was still topless in the 20's and 30's, even in Hollywood, though the lei was strategically placed to provide minimal but "proper" cover. The civilized world in the 60's realized, it was proper, healthy and esthetically pleasing for a lady to show her breasts in public and went topless from Vancouver to Rio de Janeiro, from London to Budapest. Here in the United States we made a gigantic leap backward in the 70's and we're now back in line with the missionaries. We've been the only country for thirty years now, where a lady is dragged to prison, if she dares show her nipples in public...except on one of the beaches on the Big Island. It's not legal, but it's tolerated...well...this is Hawai'i, after all.
